The WaterGov Global Coalition was presented by the Government of Portugal, with the support of international partners, as a commitment to the 2030 Water Action Agenda during the 2023 United Nations Water Conference in New York.

Objectives

The Global Coalition WaterGov is a collaborative action of actors committed to strengthening the policies and regulation of water and sanitation services worldwide, recognizing their vital importance for the sustainable development of countries.

To achieve this, they are willing to work together in implementing continuous improvement processes that apply better regulatory policies and practices. These processes consist of assessing the current state of sector policies and service regulation based on a reference model of best practices; defining and implementing an action plan; periodically reporting on progress made; and sharing experiences among peers.

To encourage and facilitate these improvement processes, the Coalition aims to:

  • Provide an international referential to evaluate performance, conduct benchmarking, and support regulatory improvement (Benchmark WaterGov).
  • Operate an international observatory, assessing the situation and monitoring progress (Observatory WaterGov).
  • Prepare periodic reports on the state and progress of regulation worldwide (Regulation in Numbers).
  • Provide a centralized and structured repository of support tools (Knowledge Hub WaterGov).
  • Establish a technical assistance hub for governments and regulators, based on a network of organizations and international experts.
  • Develop practical-oriented training programs.
  • Promote high-level brainstorming sessions and experience exchanges on key challenges.
  • Position regulation as a central pillar of the global water agenda and generate political commitment to enhance regulatory capacity (advocacy).
  • Raise awareness campaigns about the importance of public policies and regulation for the sustainable development of services.
  • Generate incentives to promote effective regulatory advances (Recognition WaterGov).
